Vitalik Buterin Cuts the Ethereum Foundation’s Budget 40% — and Bets a Four-Year Rebuild Can Save It

5 min read

Vitalik Buterin, the co-founder of Ethereum and the closest thing the network has to a permanent public steward, spent the summer of 2026 doing two things at once: shrinking the institution built to support Ethereum’s development, and unveiling the most ambitious technical roadmap for the protocol itself since the Merge. On June 23, 2026, Buterin announced that the Ethereum Foundation would cut its operating budget by roughly 40%, reduce headcount by about 20%, and move to a leaner, endowment-style financial model — reducing annual spending from around 15% of the Foundation’s treasury assets to a target of roughly 5% by 2030.

The announcement came alongside real, visible organizational turbulence. Co-Executive Director Hsiao-Wei Wang resigned the same day, one of nine senior Ethereum Foundation figures to depart since January 2026. Buterin addressed the departures directly rather than downplaying them, telling the community he respected his Ethereum Foundation colleagues “far too much to pretend that there was not much that” needed to change — an unusually candid acknowledgment from an organization’s own co-founder that its prior structure had real problems.

What the Foundation Is Giving Up

The restructuring is not cosmetic. The Ethereum Foundation is winding down its Privacy and Scaling Explorations (PSE) research unit, scaling back its annual Devcon developer conference to a smaller and less costly format, narrowing its institutional partnership strategy, and shifting toward smaller, specialized client-development teams supported by AI-assisted formal verification tools rather than continuous, broad feature expansion. Buterin has framed the new mandate around what he calls CROPS — censorship resistance, openness, privacy, and security — as the Foundation’s core focus going forward, explicitly deprioritizing breadth in favor of what he has called “longevity.”

A Technical Roadmap Announced in the Same Breath

Weeks later, in July 2026, Buterin published a lengthy roadmap on X under the name “Lean Ethereum” — his own framing of it as Ethereum’s third major evolution, following the 2022 Merge that shifted the network from proof-of-work to proof-of-stake. The plan touches nearly every core module of the protocol and is explicitly scoped as a three-to-four-year effort, not a single upgrade. Central to it is a redesign of how Ethereum stores data, which Buterin has said could cut transaction fees for some applications by more than tenfold without forcing existing apps to rewrite their code. Near-term components include upgrades known as “Glamsterdam” and enshrined proposer-builder separation (ePBS), aimed at letting validator nodes verify blocks more efficiently and use more of each 12-second slot for actual transaction processing.

Buterin has also used 2026 to reassert a more values-driven framing of Ethereum’s direction, stating publicly that the network needs to reverse what he has called a decade of “backsliding” on self-sovereignty and trustlessness — arguing that compromises Ethereum made along the way toward broader adoption and institutional usability now need to be walked back rather than accepted as permanent trade-offs.

Developer Reaction: Broad Agreement, Real Impatience

Ethereum’s own developer community has largely embraced the long-term direction Buterin has laid out, according to reporting from CoinDesk, but with a consistent, pointed caveat: many developers are pushing for faster execution than a three-to-four-year timeline implies, given how much competitive pressure Ethereum faces from faster, cheaper alternative blockchains and Ethereum’s own layer-2 scaling networks, some of which have captured meaningful transaction volume and developer attention that once concentrated on Ethereum’s base layer. That tension — between Buterin’s preference for a carefully sequenced, foundational rebuild and a developer community anxious about losing ground in the meantime — is likely to shape how the Lean Ethereum roadmap is actually implemented over the coming years.

A Founder Still Central to a Protocol He Doesn’t Formally Control

Buterin holds no formal executive authority over Ethereum — the network is governed through a decentralized process involving client teams, researchers, validators, and the broader community, and the Ethereum Foundation itself is a nonprofit rather than a corporate parent. Yet Buterin’s own public statements, including the June budget announcement and the July roadmap post, continue to function as the closest thing Ethereum has to an official strategic direction, a dynamic that reflects both his founding role and the practical reality that a protocol without any central authority still benefits from a widely trusted voice periodically setting expectations. The scale of this summer’s changes — a 40% budget cut, a 20% headcount reduction, nine senior departures since January, and a technical roadmap spanning several years — represents one of the most significant simultaneous organizational and technical resets in Ethereum’s decade-plus history.

What This Means for Philippine Founders

Ethereum remains the base settlement layer for a large share of the tokenized assets, stablecoin infrastructure, and DeFi tooling that Philippine fintech and remittance startups increasingly build on top of, whether directly or through layer-2 networks — making the Lean Ethereum roadmap’s promised fee reductions directly relevant to any Filipino founder whose product economics depend on low, predictable transaction costs. The Ethereum Foundation’s pivot toward a narrower CROPS mandate and away from broad institutional outreach is also worth noting for local Web3 founders who may have previously looked to the Foundation for grants or partnership support: that support is likely to become more selective and security-focused going forward, meaning Philippine crypto builders should increasingly look to layer-2 ecosystems, regional accelerators, and direct venture funding rather than assuming Foundation-level backing will remain as broad as it was in prior years.
